NO-FEAR survey: First response in security-critical incidents

As part of the NO-FEAR project, the Centre for Security and Society (University of Freiburg) is conducting a survey on how medical first responders plan to act in security-critical incidents such as terror attacks and mass shootings. We invite first responders to participate at the following link:

The survey takes around 10 minutes to complete. You will be asked to play through an operation in which security is unclear: the police are not on site, and an attacker may still be in the vicinity. We would like to know how you would decide how to respond, and what would help you in such situations.

The survey aims for an international response and is available in English, German, French, Italian, Romanian, Spanish, and Norwegian.

The survey’s objectives are to explore and describe ethical, human, legal and social issues with regard to emergency medical operations in a security context; to point out differences and similarities regarding these issues in different countries; to collect and evaluate different solutions and practices regarding these issues; and to outline further research demands.

NO-FEAR is a 5-year project that brings together a network of emergency medical care practitioners, suppliers, decision and policy makers to collaborate and exchange knowledge, good practices, and lessons learned in disaster and crisis management. Our networks work together to develop a common understanding and to enhance the response to security-related incidents. The NO-FEAR project seeks to harness the rich experience of our members and leverage our network to improve the exchange of good practices and information in Europe and beyond.
